ATKU: Local elections will open the way for autonomous heating in the regions

If central government can not solve the problem of heating and removing restrictions on individual heating, then the authorities will make it, said the chairman of the Association of the Thermotechnical Companies of Ukraine (ATCU) Vitaly Yakovenko.
"The cold in the apartments of Ukrainians during the winter indicates the inability to improve on the work of Teplokommunenergo, but people shouldn't suffer. Mayors and deputies of local councils see it much better than the officials in the capital, and understand that without individual heating systems it is becoming increasingly difficult to solve the problem of cold in apartments, therefore, we must seize this opportunity. Therefore, massive initiative to address the problem will come from the bottom - from the local authorities ", - said the expert.
He said the existing ban on disconnection of individual apartments from central heating, which prevents legally solving of the issue of individual heating installation is only an apparent obstacle. Many of the mayors of small cities of Ukraine learnt how to evade it, and this experience will be actively spread throughout the country. Important thing is that this was the goodwill of local authorities.
"I think after the local council elections happen, the situation will change radically, and the newly elected leaders and deputies of the cities will work more actively in this direction, giving citizens a chance to solve the problem of heating their apartments," - said Mr Yakovenko.
The head ATCU stressed that for the normal development of the scope of the independent heating such a format is not ideal, since the "rules of the game" in every town can differ dramatically. So the best option remains a centralized solution to this issue - the creation of common rules and standards for the entire country, which must be approved by the Government and the relevant ministry.
